I have actually never heard the expression 'that's not on' before. But, judging from the context, Olivia is saying that what the landlord is doing is not appropriate or acceptable.

 Hello everybody. I am on internship now but I have my salary. It is not high amount of money, but it is better something than nothing. In my country, it is very difficult to find job. My friends are looking  for job over  years. People with degree level are staying at home because high level of unemployment. It is very sad, and I hope that crises will finish very soon. But it is not all black. We have and happy story, but it is rare. Do you have same problem in your country? Kind regards for all British Council friends :-)))
