That's right, it's February 14. You're very observant and might be right about the weather! On the other hand, it is possible for the grass to be green in February nowadays – the climate in the UK is fairly temperate.

There's no difference in meaning. The word ('eleven') is generally used more often in more formal writing, but it means the same thing.
