You can find an entry in the Cambridge Dictionary for 'count sb out' ('sb' = 'somebody'). I think the definition and example sentence will make it clear for you.

Normally, 'natural resources' refers to things a country might possess, such as oil, gold, uranium etc. Here, Harry means the talents that the group of friends has, such as speaking different languages.
