'...it will have to be a no on that one too' means '...the answer is no (thank you) to this suggestion as well'. It is a way to refusing a suggestion or an offer.

I got it differently or in different manner.
I thought that because olivia refused the first request made by Fadi that was asking here to give him a money to invest in his project " Find london"
So the answer for the second request will be same,
So it comes like that " it will have to be no on that one too" means that she will refuse to go out with Fadi because there is nothing serious.

I hope that is correct please if i got something wrongly or if there is mistakes in my writing do not hesitate to inform me.

That is correct. As I said, this is a way of saying 'no' to an offer or request. As the word 'too' is used it must be a second refusal.
