I'm afraid that I'm not sure what phrase you mean here - it doesn't look like any normally used phrase that I can think of. Perhaps you can post the whole sentence in which you saw it and then we will try to help you.

What is difference between expresions "here you are" and "there you are"?How I know both forms are used when we hand something requested or desired to anyone,please explain when we should use "there you are" instead of "here you are"?

These phrases are interchangeable - I cannot think of any context in which only one would be acceptable, or in which the phrases would have different meanings.
