Hello chennakeswarao and welcome to LearnEnglish.
Wow, what an interesting question for your first one! This is a question, of course, without a 'right' answer unless that answer is 'it depends'. Everyone needs a certain basic level of grammar to be able to express themselves clearly and to avoid being misunderstood. That doesn't mean you need to have perfect grammar, however - though the better your grammar, the more effectively you will be able to explain, persuade, discuss, debate and so on.
Remember, the elements of a language - grammar, vocabulary, pronunciation and so on - are all interconnected so it's not possible to separate them out and talk about them in isolation, although people always have their own strengths and weaknesses. In short, I'd say that while it's certainly not necessary to have a perfect command of grammar in order to communicate, better grammar is an important tool in being able to communicate as effectively as possible.
Your second question is also about grammar, but in a more practical way. You've got a range of different things in your list there:
some modal verbs (click here for information and exercises)
some auxiliary verbs used in questions and negatives (click here for information and exercises)
some parts of tenses (click here for information and exercises)
You can find a lot of grammar guidance and exercises on LearnEnglish. Have a look though the grammar section and I'm sure you'll find a lot to help you.
Best wishes
