This is a good question. Some teachers of academic writing like to give their students strict rules about how essays should be organized, and what each paragraph should contain. Such strict rules are not always followed by more expert writers, but they can be useful for learner writers.
I think you should be fairly flexible about paragraph length, because some paragraphs contain simple messages and don't need to be very long, while others contain more complex claims which require more explanation and discussion.
However, It is a good idea to have at least two paragraphs per page - very long paragraphs usually contain more than one main point, and you should start a new paragraph for each new point. Also try to avoid single sentence paragraphs. An essay is not just a series of seemingly unconnected points. Most paragraphs should include a claim and an explanation, some discussion and/or some supporting evidence. In a longer paragraph (e.g. 2-4 sentences) you have space to justify and develop your argument, and make connections between points.
