I'm Fatema Khatun and from Bangladesh. I feel problem in listening & speaking. sometime I understand other's speech but can't speak fluently. I try to learn English but can't bear in mind the learning word when I want to speak in English. and so my vocabulary level is low . I' very much worried about that.What can I do for that?

Hello Fatema Khatun and welcome to LearnEnglish!
Fluency is being able to speak quickly, clearly and confidently, without too much hesitation.  It takes a lot of practice, so don't feel bad if your speaking is not as fluent as you would like - it takes time.  The most important thing is to practise so think how you could arrange some practise.  Perhaps you have a friend who is also learning English with whom you could practise.  If so, both of you will benefit!  When I was learning a foreign language I used to practise it on my own at home (actually, I talked to my pet cat) and in that way I learned to make the sounds and the words and it helped me a lot with my fluency.
Another important thing is to listen to good examples.  There are many audio and video texts on LearnEnglish, most with transcripts which you can use.  After you've done the exercises try following with the transcripts and repeating what you hear, or saying it with the speaker (so you can get used to the speed).  At first it will be difficult but it will help you to improve.  Perhaps you might start with the Elementary Podcasts Series Three and then try some more difficult texts when you feel ready.

It's hard for me to give you any specific advice because I don't know anything about your English level or what kind of writing you need to learn.  Improving your grammar and vocabulary will benefit your writing, of course, so that's one way.  Perhaps you can tell us what kind of writing you need to do, and then we can make more concrete suggestions.  For example, if you want to improve your writing so you can pass an exam such as IELTS, then we can recommend some helpful information here on LearnEnglish, on the British Council's Take IELTS site, or on other British Council sites.  On the other hand, if you are interested in creative writing, then we can direct you to some other helpful sites.

In CV vocabulary Task 3 / Question 2, what is the difference between in/on  file , in /on my open documents , in / on computer

The difference is that some of them are correct and others are not:
- we say on file not in file
- we say in my open documents not on my open documents
- we say on my computer not in my computer
Prepositions are a difficult area because every language uses them differently.  Keep practising and you'll soon get a good feel for when to use in and when to use on, as well as all the other prepositions.
