Hello, I have a question. Why any words like "discribing" are not in infinitive ?

I'm afraid I don't understand the question. The verb 'describe' has an infinitive form (describe/to describe) and we can use it just as we can use any other infinitive. It depends on the sentence and what you wish to say.

i always had a trouble, when I started writing in english. such as, make a sentence based on tenses. any help me?

Have you considered taking a British Council class? Working with a teacher is the best way to improve your writing, but if that's not possible there is some advice on our Frequently asked questions page. I'd also recommend you read more in English and then imitate it -- you can learn a lot that way.
