It is a way of adding emphasis to the phrase 'don't forget your wellies'; it means 'the most important thing to take with you are your wellies'. Yes, that's the idea, though I'd say 'whatever' expresses indifference more than unhappy feelings. Ashlie is not impressed with Stephen's idea and uses 'whatever' to show this.
