Of course, I made a voicemail many times. For example but not as limitation, In July, 2023. I tried to call the Canadian visa center in Algiers, ask them about the state of my visitor visa, because it's a long time I didn't get any updates about it on my account , but unfortunately anyone respond me, So I left the following voicemail:

No I’ve never made phone calls in English
I never did it in english but I make a voicemail message in arbic and french.
No, I don't because It's not popular in my country.
We usually leave a text message or call be back later.

Yeah really! I have made it more times because when the person you wents will be necessary for you, so if he didn’t answer your call may be he is busy so you should have to leave a voicemail, i made it more.

Both of those sentences are correct. The one with 'could' is a little more polite, but in informal situations 'can' is also just fine.
