Its depend on the importance of the event that i want to attend, If it's something like a job interview or an important occasion, I try to arrive 5 to 10 minute early, but If it's a casual meeting with friends it's okey if I am I arrive a little late.
As for how much delay I consider "late", I would to say that arriving more than 10 minutes after scheduled time requires an apology, and try not to let that happen espically in a professional environment.
