It might be better to express a negative opinion if that gives you more to say.

What would you do if you were asked in an interview to talk about how you feel about your hometown if in fact you really disliked living there?

Some people might think that by being truthful in this situation and giving a negative answer that this would not be the right thing to do and instead you should lie and talk about how you love living there to give a more positive sounding answer.

Actually, truthfulness is not important and neither is giving a negative opinion of something. The important thing is that you have something to express. If you have more to say by being truthful, even if it is expressing a negative opinion, then that is what you should talk about.

It would be much better to say “Actually I don’t really like my hometown….” and follow it up with your reasons for disliking it than to say “I like my hometown…” and then struggle to find anything to say.

Well, the videos on this site (including the one on this page) don't have subtitles, but they do have transcripts, so that's a start!
Some video-sharing sites have a subtitles feature. For example, if you look at this film on YouTube and click the button at the bottom of the video marked 'CC', then it will turn on subtitles. There are also some free movies at the Internet Archive with subtitles.
If any other users have good ideas, do let us know. However, please do not link to or suggest any copyrighted material that is not online with the owner's permission.

the first question shoked me "when should you tell the truth?"
in my perspective i am supposed to tell the truth whatever it was negative or positive, whatever  the examiner's impression will be.

according to this clip , i mean  the main message is to  choose the answer that will make you speak fluently regardless the truth of what you are saying.

"lying is accepted if it helps" . this does not sound good to me.

How much can i get if i speak just like this guy in the video

That's an interesting question. I'm not an IELTS examiner (although I was one in the past) and we only hear the candidate speaking for 30 seconds, which is not long enough to be sure of his level. I'd guess that he would score 6.0, but that's very approximate.
