How vary Task 1 & Task 2 score? If i will get 5 band score in Task 1 and 6.5 band score for task 2, what will be my writing score..?

Task 2 in the IETLS Writing Paper is worth twice as much as Task 1, so it has a much greater influence on your overally band for the exam.

You can read about how the scores are calculated on this page of the British Council's TakeIELTS site, and you can also contact that site with specific questions about the exam. There is also a very good Preparation section there which will be useful to you, I am sure. It has advice, examples, practice tasks, mock exams, sample answers (for the writing tasks, for example) and more. You can find that section here.

I'd like to know if there is any way in this website to evaluate our writing skill. Since I want to take Ielts test in a few weeks, I need a preevaluation that how ready I am.

I'm afraid we don't provide feedback on users' writing; we are too small a team to be able to provide this service. I'd recommend you check TakeIELTS for more on how IELTS writings are evaluated. I believe there are a couple of sample writing papers there as well, which could be useful for you.

may i know.. how exactly can i measure the no. of words? is there any limitation range for the no. of words, like.. not more than how many or not less how many, will not have score deduction.

The best way to check length is to count lines and multiply by your average number of words per line. It's important not to go under the minimum word count as you will be penalised - how severely depends upon the text itself, how short it is and how far the task has been accomplished.
