That's very observant of you – good work! Actually, in this sentence the auxiliary verb 'would' is understood to go with both 'create' and 'use', i.e. it's as if the sentence said 'John would create fake IDs in his office and he would use them to activate SIM cards'. The words 'he would' are left out – by the way, this is called ellipsis, which you can search for on the internet if you want to learn more about it – but are understood to be there.

What is the difference between 'Being prepared' and 'Getting prepared' ?

It's similar to the difference between 'be', which is used to describe a state in this case, and 'get', which is used to describe a process or change of state. You can find definitions and examples of both verbs in the Cambridge Dictionaries Online (see the search box on the right).

I went to the park. It was raining and the wind was blowing.

Here, the information about the wind and the rain is background information.
