Good day. In the Question "So, what impact has technology had on English language?" why we use the "had on"?  if we say the same sentence without it, is it mistake?

This sentence is easier to understand if we look at it as a statement rather than a question:
'Technology has had a great impact on the English language.'
When you look at it this way, you can see that the 'had' here is part of a normal verb form - a present perfect form.  'On' is the preposition that always goes with 'have an impact (on something)', and so we can see that 'had on' is necessary in the sentence, unless you choose to change the tense, of course.

Is it possible to learn English listening in english-speaking radio, TV and so on?  I have a problem with the perception of English listening comprehension, although I understand the written language. Who can advise me?

Listening to authentic English on the radio, or watching on TV and so on, can certainly help you, though it can be frustrating if you don't understand very much.  A good step is to listen to texts which you can also read, such as audiobooks.  Then, as you get better at listening, you can move on to radio and TV programmes.  The BBC has excellent sites for its radio and TV programmes where you can find links to many different styles of programme.

I have downloaded whole series 3 of Elementary Podcast. I can listen those podcasts without internet now. For this series links are provided separately for downloading 'iOS verison' and 'high quality mp3' files.
Whereas same are not provided for series 1 and 2. Hence one can't listen to them without internet. Ofcourse there is option 'Download audio xx.xx MB (right click & save)' but one can't download, it only copies hyperlink and not the whole file.
Pls. help me if possible.

I'm sorry to hear that you're having problems downloading the audio for series 1 and 2.  The download links are working for me (I use the right-click > save as method).  Could you let us know specifically which links are not working for you, so we can check them?

Can't I download this whole series and then listen? Actually, internet speed is very slow here.....

I'm afraid it's not possible at the moment, for technical and legal reasons, to download the videos.  However, we are looking to make more of our material accessible in various ways in the future so this may change.  For now, only the transcript and the support pack are available to download.
If your internet speed is low and the video stops and starts while you are watching then it may help if you allow the video to load (let the buffering progress) before watching it.
