Can we say these level of prices has been offered since april...I mean to say that some one has been offering these level of prices since. April

I think the most natural way to say this would be

'.... has offered these prices since April'
'.... has been available for (price) [if we are talking about goods in a shop] since April'
'.... has been available at (price) [if we are talking about stocks or shares] since April'

Peter's file. The (') always gets after noum and before the "s". 

What is the difference between " where were you" and where have you been" I mean in which context we use them?

I think that "where were you?" refe to displacement of somepeople and later he return and "where have you been" refer to somepeople that been in someplace that I don't know where.
