Ashlie says : " Why won't it start? ". The word "will" is not used here as a modal, I guess. So it doesn't indicate the future tense. I understand the sentence as : " the car doesn't want to start now". May I have an explanation?

'Will' here is used as a modal verb - it is always a modal verb, other than in certain archaic usage.

The core meaning of 'will' is volition - choice or decision. The sentence you give is an example of anthropomorphism, which means the attribution of human characteristics to non-human things. The speaker is treating the car as a person who is refusing to do something, and so uses the modal verb 'will' to describe the situation.
