No, that wouldn't be correct. When used this way, 'wish' is generally followed by the past simple, which refers to the present, or the past perfect, which refers to the past. These two past forms are used quite often in English to speak about 'unreal' situations. Other examples of this use of these verb tenses to speak about the 'unreal' are the second and third conditional.

An early riser is someone who gets up early in the morning. Usually, early risers are considered to be hard-working or at least effective people (consider the proverb 'The early bird gets the worm', i.e. early-risers get the best results). So yes, it sounds as if you've understood the quotation.
