There is no rule as to how many times you can, or should, listen to the recording. The first time you do the exercises try listening once, but after that you can listen as many times as you want - as long as you find it useful, in fact.  It can be very helpful to listen with the transcript (so you can read as well as listen) and then try saying the text along with the recording.  This can help you to develop speed and fluency, to feel where pauses naturally occur in spoken English and to develop the natural rhythm of English in your speech.

I was wondering whether I need to write down some statements or some words while I am listening or reading, to enhance my English vocabulary ,increase my lexical resources , and improve my skills, are this method good enough and can I gotcha a benefit or not? or just practicing via oral way like read in a loud voice only?

There is no single way to study - different techniques work for different people. If what you are doing is improving your English then I would say keep doing it.
